This position is responsible for coordinating Geospatial Information and Services (GI&S) as a contracted employee at Fort Indiantown Gap, PA. These services are provided, in part, to support of the U.S. Army's Sustainable Range Program as well as other GI&S initiatives for the PA National Guard. Supervise and direct the technical work of DMVA staff and Penn State GIS technicians and contractors with the PA National Guard related to GIS planning and services. Administer PA Department of Military and Veterans Affairs enterprise GIS server. Devise, plan, and lead work on complex GIS technical and management problems that impact the success of current efforts, the future services to be delivered to US Government. The definition, scope, and selection of real-world training problems, and development of unique solutions and approaches in the delivering of GIS capabilities to the DMVA and PA National Guard. Maintain liaison with senior management, staff, and work units, within and outside the Department of Defense Community. This individual must act independently on technical matters pertaining to geospatial data and systems procurement and development. Identify new trends and technologies, acquire, integrate, and manage new organizational procedures, techniques, and applications of geospatial technologies with in the PA National Guard as an entity of the US Department of Defense. Advise in acquisition proposals, presentations, and reports relative to enterprise GIS management, data infrastructures, and technical services in the DMVA and the National Guard. To include, maintaining external relationships within the business and Department of Defense communities to identify and develop new funding sources. Coordinate administrative, financial, personnel and planning aspects of projects; monitor expenditures of funds and grants. Serve as the lead to develop a spatial system and data infrastructure in collaboration with senior Commonwealth of Pennsylvania and the Pennsylvania National Guard individuals. This includes to coordinate system development of GISs serving staffs with annual federal and Commonwealth of Pennsylvania funding. This job will be filled as a level 3, level 4, or level 5, depending upon the successful candidate's competencies, education, and experience. Typically requires a Bachelor's degree or higher (Master's degree preferred) plus seven years of work related experience, or an equivalent combination of education and experience for a level 3. Additional experience and/or education and competencies are required for higher level jobs. This is a fixed-term appointment funded for one year from date of hire with excellent possibility of re-funding.
